Participants in the Development Process of Federal Bills

Bills proposed by the government are the result of significant policy actions or decisions taken by members of Cabinet, that is, the Prime Minister and his ministers. The directions underlying a bill are communicated through drafting instructions contained in the Memorandum to Cabinet. Policy makers are then supported by many stakeholders who participate in the process of developing government bills. Private members’ bills are also subject to a multi-stakeholder development process.  

In the following sub-sections, we meet those participants who work behind the scenes of the legislative process, whether in the development of government bills or private members’ or senators’ bills.
