The development of the Government Bill 

The drafting process begins with a Cabinet decision authorizing the drafting of a bill in accordance with the drafting instructions contained in the decision. The Legislation Section, which is part of the Legislative Services Branch of the Department of Justice Canada, is the unit responsible for drafting bills originating from the Government of Canada. In this video, Aleksander Hynnä talks about the Legislation Section and its group of legislative counsel, while Lionel Levert explains how drafters in this unit are responsible for implementing policy decisions communicated by the Cabinet.
