The legislative process is the process by which a piece of legislation, the bill, is developed and drafted and then submitted to Parliament (or the legislature of a province or territory) for consideration and passage. The development of legislation requires the involvement of Parliament (or the legislature of a province or territory), whose main actors are the Senators and Members of Parliament. They are the key actors in the legislative process. However, there are also many others who are actively involved in the development and drafting of legislation behind the scenes.
