Drafting Instructions 

In this section, Aleksander Hynnä explains how the instructions form the basis on which a government bill is drafted by legislative counsel in the Department of Justice and then approved for introduction in Parliament. These drafting instructions identify and circumscribe what the draft bill must contain. They are provided to Cabinet in the Memorandum to Cabinet (MC) to give Ministers a more detailed picture of how the policy directions and objectives they approve will be put into legislative form. They will then serve as a guide for drafters of legislation and as a benchmark for deciding whether draft legislation is consistent with what Cabinet has authorized.
