A 2009<span class=\"TextRun SCXW117244357 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun SCXW117244357 BCX0\">\u00a0<\/span><\/span><a class=\"Hyperlink SCXW117244357 BCX0\" href=\"https:\/\/www.cdpdj.qc.ca\/storage\/app\/media\/publications\/itinerance_avis.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><span class=\"TextRun Underlined SCXW117244357 BCX0\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"none\"><span class=\"NormalTextRun SCXW117244357 BCX0\" data-ccp-charstyle=\"Hyperlink\">report from the Commission des droits de la personne et des droits de la jeunesse <\/span><\/span><\/a>concluded that this excessive judicialization exacerbates the marginalization and exclusion of these individuals rather than addressing them.<\/p>\n\n<p class=\"wp-block-paragraph\">Behaviors associated with survival in public space, such as prolonged occupation of a place or nocturnal presence in a park, are often repressed by police forces, since they are considered public disorders.  <\/p>\n\n<p class=\"wp-block-paragraph\">The law and municipal regulations, in the way they are drafted and applied, become an instrument of discriminatory management of poverty, notably by issuing statements of offence.  <\/p>\n\n<p class=\"wp-block-paragraph\">Faced with this cycle of debt and marginalization, the Clinique Droits Devant supports homeless people through the Justice-Homelessness Support Program (PAJIC).  <\/p>\n\n<p class=\"wp-block-paragraph\">This documentary vignettes features two case workers from the Droits Devant Clinic, Julie B\u00e9liveau and Genevi\u00e8ve Raymond, who explain the consequences of the over-judicialization of homelessness and introduce the PAJIC.   <\/p>\n\n<p class=\"wp-block-paragraph\">This video was produced by Anne-Charlotte Dal Soglio, Jordi Kasanda and Daniil Eremin as part of the course Plaidoirie visuelle\/Droit et cin\u00e9ma at the Civil Law Section of the University of Ottawa. <\/p>\n","protected":false},"excerpt":{"rendered":"<p>People experiencing homelessness are often targeted by law enforcement because of behaviors related to their survival in public spaces.
